DESCRIPTION:Training on Writing Fundable Research Proposals 2022\nFriday\, 28 October 2022 at 14h00 South African (Central African Time (CAT)) \nAFAERE announces the 2022 training workshop on Fundable Research Proposal facilitated by Professor Wisdom Akpalu and call for research proposals to support graduate students and early career researchers during proposal development. The training workshop will cover all aspects of proposal development\, from selecting ideas for a fundable research topic to identifying potential funders. Wisdom Akpalu obtained a PhD in Economics from Gothenburg University\, Sweden. He is currently the Dean of the School of Research and Graduate Studies at the Ghana Institute of Management and Public Administration (GIMPA)\, and Former President of the African Association of Environmental and Resources Economists (AFAERE). His research focuses on socioeconomics of natural resource management\, including fisheries management\, behavioral and experimental economics\, economics of crime and punishment\, theoretical modelling and economic institutions. \nInterested workshop participants are required to develop a 10-page research proposal in any area related to environmental and resource economics. Potential topics in these areas: fisheries and energy economics\, application of environmental valuation techniques\, behavioral and experimental economics\, wildlife conservation\, forestry\, water resources\, climate change\, agricultural and rural development\, among others. The proposals will be reviewed by a panel of experts after the participants incorporate inputs from the training workshop. The review process will involve consultations with the panel of experts\, and the participants will be required to present their revised proposals a week after the training. \nOnly fully paid AFAERE members are eligible to submit their proposals. However\, the training is open to all AFAERE members and/or non-members. \nThe deadline for submissions of research proposals is Wednesday\, 26 October 2022 at midnight\, South African time. SUMMARY:Gender Norms\, Women’s Executive Function\, and Anti-Poverty Programs:  Experimental Evidence from India
DESCRIPTION:Gender Norms\, Women’s Executive Function\, and Anti-Poverty Programs: Experimental Evidence from India\nSociocultural norms and executive function are powerful factors in an individual’s agency\, decision-making\, and development. Gender norms\, for example\, mediate the relationship between economic development and women’s labor market outcomes. Executive functions make it possible for a person to live\, work\, and learn. They are important for taking simple to complex actions\, from cooking\, shopping\, nurturing children\, planning\, and to execution. Low executive functions can frustrate the success of anti-poverty and empowerment programs through participants’ inadequate planning\, improper utilization of resources\, and the lack of timely actions. In developing countries\, among the fundamental obstacles to poverty alleviation and women’s empowerment are gender norms and women’s low executive functions.\nIn this talk\, Prof. Rahman will describe a women’s anti-poverty program in India and present evidence on its causal effects on gender norms and women’ executive function. The policy implications of the findings for anti-poverty programs and women’s empowerment will also be discussed. \nAbout the speaker\nProf. Tauhidur Rahman is a development economist and an associate professor in the Department of Agricultural and Resource Economics at the University of Arizona. He is the Founding Director of the Initiative for Agency and Development (IfAD)\, a state-of-the art experimentation initiative housed at the University of Arizona that discovers and promotes solutions to the problems of agency\, and development. He was a visiting professor of law and economics at University of Oslo\, Norway in 2011. He has been a regular visiting researcher at the Development Economics Research Group of the World Bank\, Washington\, DC. He was trained as an applied econometrician\, with research interests in development economics\, behavioral economics\, law and economics\, and program evaluation. He has studied issues such as measurements and analysis of human well-being\, child labor\, child and elderly health\, environmental justice and environmental regulations\, and impacts of community-driven anti-poverty programs. His current research projects include measurements of poverty and well-being\, agency\, behavioral impacts of anti-poverty programs\, and climate information services for climate-resilient development. He has served on panels of USDA\, EPA and NSF\, and has collaborated with USAID and UN institutions. DESCRIPTION:Welfare Sensitivity and Positional Preferences in a Developing Country\nIt is well-established in the empirical literature that people care about relative-status or positionality\, hence any policy that makes someone better off imposes negative externality on his/her peers. However\, the effectiveness of public policy aimed at mitigating positional externality hinges on the measurement of relative concerns\, which is individual and context specific requiring empirical data. This study investigates positional concerns among over-exploited natural resource dependent communities with defined gender roles in a developing country\, and the specific role of welfare sensitivity in moderating relative concerns. We found that compared to the women\, the men were more positional\, on average\, and relative concerns are context dependent for both genders. DESCRIPTION:Bioeconomic characterization of oil palm production and adoption among non-industrial producers in Cameroon: Some environmental and socio-ecological implications\nRegardless of the environmental and socio-ecological implications of oil palm cultivation\, palm oil is considered one of the most important oil crops in the world because of its high production efficiency\, and has seen a marked increase in the area of land under cultivation. While previous studies have analyzed the implications of this increase in cultivation on various socio-economic and environmental indicators\, less is known about the drivers and constraints of production\, especially with respect to economic and profitability motives. In this study\, we used a survey of non-industrial producers in Cameroon to assess the drivers of oil palm adoption and production. We employ a double hurdle model in a two-step regression framework to characterize oil palm adoption by smallholder farmers\, and the extent of oil palm cultivation\, in relation to socio-economic\, environmental and contextual features. For comparison purposes\, a Tobit model was also estimated. We find that different socio-economic\, ecological and contextual characteristics have a differential relationship with both the likelihood of cultivating oil palm and the area under oil palm cultivation. Key amongst these are expected profitability measures like market orientation and access to market information\, land tenure security\, and access to improved farm inputs. Some aspects of transaction cost and labour availability also come into play in determining production. Across a range of different farm classifications related to size of production\, we find that oil palm cultivation is adopted by all farm groups. We also show that our results are robust over several specifications including ordinary least square estimates in the framework of the linear probability model and LASSO regressions. Our study thus provides evidence of several leverage points for improving the oil palm sector for non-industrial producers. \n  \nSpeaker: Ernest L. This webinar brings together international guests to explore the dynamics of rapid urbanization and environmental change in the context of informal settlements in the global south\, asking how informal settlements form part of an inclusive and sustainable urban agenda. \nWith the New Urban Agenda and the Sustainable Development Goals\, ambitions to achieve sustainable urbanization are high. However\, uneven development process and weak governance coupled with rapid urbanization and the dynamics of environmental change is driving the growth of informal settlements across the globe\, with an estimated 25% of the world’s population living informally. Informal settlements and their activities exist outside of regulatory\, planning and policy processes\, meaning that limited access to land rights\, basic services and city infrastructure increase the vulnerability of already marginalized populations. SUMMARY:Sustainable Development Goals (SDGs) and Covid-19
DESCRIPTION:The start of the last decade (2020-2030) of implementing the Sustainable Development Goals (SDGs) faced the biggest global health challenge of the Covid-19 pandemic. The pandemic is a significant setback for the world’s ambition to achieve the SDGs\, in particular for poor countries. While the reduction in carbon emissions due to the global lockdown and social distancing restrictions\, are seen as a positive environmental impacts\, the goal should be to restore economic activity without environmental degradation. Today\, the global economy is still crippled by the ongoing impacts of the Covid-19 pandemic\, amidst progress made towards the vaccine rollout in various parts of the world. While progress has been made in various SDG aspects including policy\, the SDR2020 acknowledges\, that “no country is currently on track to achieve all the SDGs”\, with developing countries most affected. At this point\, the long-term consequences of the pandemic remain uncertain and countries need to adapt to the new norm. SUMMARY:Who Benefits from Climate-Friendly Agriculture? The Marginal Returns to a Rainfed System of Rice Intensification in Tanzania

Current and prospective AFAERE members are welcome to attend. \nAgricultural production in sub-Saharan Africa faces a multitude of challenges arising from land degradation\, climate change\, and limited access to improved technology. In this context\, technologies that raise farmers’ crop productivity while mitigating risk exposure are particularly valuable. This study assesses the impacts of a modified\, rainfed variant of the system of rice intensification (SRI) on expected yields\, yield variance (variability) and yield skewness (exposure to downside risk) in Tanzania. The appeal of the technology lies in its yield-enhancing potential\, its low demand for complementary external inputs as well as its drought resistance features. While the uptake of SRI has been considerable in Asia\, the limited uptake in Africa is puzzling\, particularly given its suitability for the African setting. Our empirical strategy relies on the estimation of marginal treatment effect (MTE) models. We find that\, while the average effects on adopters suggest that SRI enhances yield and reduces the downside risk of crop failure\, the marginal treatment effects indicate that only farmers with low resistance to adoption\, benefit. Our analysis also highlights the importance of farmers’ climate perception for the adoption of SRI and the need for policies that increase climate awareness to ensure food security. DESCRIPTION:In this webinar\, I will present a review of recent advances in applied econometrics\, which is useful for researchers working on empirical questions related to program/policy impact evaluation. I will consider three major topics offering recommendations for applied work in each of them. I will start with the discussion of causal inferences with observation data; natural experiment design-based identification strategies including difference-in-difference estimator\, synthetic control methods\, instrumental variables method\, and regression discontinuity design. These will be followed by a brief look into external validity\, and the causal interpretation of regression methods. SUMMARY:Innovative Methods for the Upcoming Call for Energy Research
DESCRIPTION:Access to electricity leads to enhanced agriculture\, business\, education\, health\, water and sanitation\, and overall economic growth and the improvement in the quality of life; yet more than 600 million people lack electricity. Africa needs to accelerate electrification while mitigating against\, and adapting to\, climate change. The considerable untapped renewable energy potential and their rapid cost reductions hold promise for a massive roll out of sustainable electricity on the continent. However\, knowledge on effective policies\, interventions\, and investment models remains limited while data that would aid planning and investment is inaccessible and scattered. Accelerating sustainable electricity in Africa therefore also requires generation of new knowledge. We anticipate a call for proposals on energy and climate change in the last quarter of the year. This presentation suggests a framework for country case studies on addressing the challenges of sustainable electrification in Africa.
