DESCRIPTION:The 18th Annual Meeting of the Environment for Development (EfD) Initiative\nEfD-Kenya\, Department of Economics\, and Development Studies\, University of Nairobi\, and the EfD Global Hub in collaboration with the African Association of Environmental and Resource Economists (AFAERE) \n  \nThe Environment for Development (EfD) network and the African Association of Environmental and Resource Economists (AFAERE) are committed to producing high-quality research and active international research interaction. This is achieved by creating an environment where discussions can take place openly\, research results can be constructively criticized\, and feedback is generated. One important strategy to promote such research interactions is through research meetings such as the EfD Annual Meeting. The annual meeting will comprise of keynotes by leading academics within the field of environmental economics with application to development in the Global South\, and tailored academic thematic sessions with hand-picked discussants. The EfD annual meeting is a forum to bring together researchers from EfD centers\, their collaborators\, and other key stakeholders for the exchange of research ideas\, discussion of research proposals\, and presentation of results from EfD projects. Over the years\, the EfD Annual Meeting has grown to become the largest annual conference in the Global South on the application of environmental economics to development. \nEnvironment for Development (EfD)\nEnvironment for Development (EfD) is an international initiative focusing on the application of environmental economics in the Global South. The overall objective of EfD is to support poverty alleviation and sustainable development in the Global South through academic programs\, research\, and policy interaction. EfD centers are hosted by leading local academic research institutions in 12 countries across the Global South: Chile\, Colombia\, Central America\, Ethiopia\, Ghana\, India\, Kenya\, Nigeria\, South Africa\, Tanzania\, Uganda\, and Vietnam. EfD has partnerships with Duke University (USA)\, Mercator Research Institute on Global Commons and Climate Change (MCC) (Germany)\, Portland State University (USA)\, Resources for the Future (USA)\, Toulouse School of Economics (France)\, Environmental Economics Program in China (EEPC)\, Peking University (China)\, University College Dublin (UCD) (Ireland)\, and Wageningen University and Research (WUR)\, Wageningen\, (Netherlands). The network is coordinated by the EfD Global Hub\, located at the School of Business\, Economics\, and Law\, University of Gothenburg\, Sweden. EfD currently supports two PhD programs at Addis Ababa University and the University of Rwanda. \nThe African Association of Environmental and Resource Economists (AFAERE)\nThe African Association of Environmental and Resource Economists (AFAERE) is an international scientific association whose main purpose is to promote research\, capacity building\, collaboration\, information sharing\, advocacy\, visibility\, and impact of environmental and natural resource economics. AFAERE aims to contribute to the development and application of environmental and resource economics as a science in Africa; encourage and improve communication between teachers\, researchers\, and students in environmental and resource economics in the different African countries; develop and encourage cooperation between university-level teaching institutions and research institutions in Africa; and promote policy-relevant research and interaction that assist policy goals and mandates consistent with the achievement of the environmental and resource economics components of Africa’s development. AFAERE council\, headed by the President\, oversees the association’s activities. \nPAPER SUBMISSION\nEfD and AFAERE invite submission of full draft papers on topics related to environmental and resource economics in developing countries and relevant EfD themes (https://efdinitiative.org/topics). DESCRIPTION:Randomized Controlled Trials in Environment and Development Economics\nRandomized Controlled Trials (RCTs)\, also known as Randomized Evaluations\, have gained increasing prominence as a methodology for evaluating policy impacts. In RCTs\, researchers randomly assign study participants to one or more groups: the “treatment group\,” which receives the intervention\, and the “control group”\, which doesn’t. Researchers measure the outcome variables of interest in these groups to identify the impact of the treatment as the single mean difference between the treatment and control groups. RCTs also empower researchers and policymakers to tailor their research designs to address specific inquiries about program\neffectiveness and its underlying theory of change. It is urgent to secure a continent-wide\, inclusive green transformation\, with a focus on a low-carbon transition and gender equity. Never in human history has there been a need for such a quick and comprehensive set of social alterations\, which is also a knowledge-intensive process. This means that to accelerate positive change\, existing capability and expertise must be fully exploited. Energy transition becomes an important theme in the context of Africa given their differential impacts\, lack of preparedness and vulnerability of African economies to such transitions. \nSubmission Guideline and Rules \nYou are invited to submit theoretical\, empirical and policy papers dealing with the socioeconomic and environmental implications of energy transitions and policy trade-offs in Africa. Papers could address any or combination of the following topics:\n Modeling and understanding energy transition risks.\n The role of property rights in a just energy transition.\n The role of national and corporate governance in the transition towards affordable\, greener\, sustainable\, and secure energy sources. \n The role of gender-energy initiatives in strengthening women and youth’s engagement\, involvement\, and leadership in a just energy transition.\n Options for financing a just energy transition in Africa. \nFull papers are to be submitted at https://afaere.org/paper-submission/ \nThe deadline for full paper submissions is 31 July 2023. \nThe Scientific Committee will evaluate all submissions with the help of peer reviewers. DESCRIPTION:African Economic Conference 2022 – Supporting Climate Smart Development in Africa\n9-11 December 2022 - Port Louis\, Mauritius\nThe 2022 African Economic Conference (AEC)\, jointly organized by the African Development Bank\, the Economic Commission for Africa\, and the United Nations Development Programme will be held in Port Louis\, Mauritius\, from 9 to 11 December 2022. \nSince its inception in 2006\, the AEC series has fostered research\, policy dialogue\, and the exchange of knowledge on a variety of challenges facing Africa. \nThe theme of this year’s conference is “Supporting climate-smart development in Africa\,” with a focus on the following four subthemes: \n\nJust energy transitions in African economies – moving from reliance on fossil fuels to clean energy resources; the appropriate energy mix for a financially and economically sustainable transition; policies and regulations that support the continent’s energy transition.\nClimate change and agriculture – climate change impacts on African livelihoods\, particularly those of the rural population and farmers; adaptation and mitigation in the agricultural sector; modernization and private sector engagement for a sustainable agriculture sector; inclusion and inequalities in the context of climate change.\nClimate-smart industrialization of Africa – green industrial policies; efficient exploitation of natural resources for inclusive growth; maximizing the use of clean energy and green-production technologies while enhancing productivity.\nClimate-smart governance – inclusivity of financial and social policies around climate change\, particularly for more vulnerable groups and fragile states; the relevance and responsiveness of climate change mitigation to the African landscape; the link between green financing and job creation for African women and youth.\n\nPolicy-oriented papers that are linked to the overall theme of the conference are of particular interest. \nSUBMISSION GUIDELINES\nInterested authors should submit their papers to aec2022@afdb.org(link sends e-mail) by 30 August 2022. DESCRIPTION:Gender Norms\, Women’s Executive Function\, and Anti-Poverty Programs: Experimental Evidence from India\nThe congress theme for the 4WSFC AFRICA\, ‘Leading by Examples: Leaderships for Sustainable Small-Scale Fisheries\,’ recognizes the many examples\, lessons and experiences that individual\, communities\, governments\, inter-governmental organizations\, and other supporting institutions have in the efforts to build and enhance capacity for sustainable small-scale fisheries. The focus on “leaderships” is a tribute to the immense progress that has been made in the past decade by all sectors\, in elevating the profile of small-scale fisheries and in advancing understanding about them. It is also meant to inspire more actions and collaboration to continue to promote and support small-scale fisheries. \nWhile many of the challenges facing small-scale fisheries in Africa are common in other regions\, some are unique\, requiring innovative solutions at local\, national and regional levels. In addition to exchanging knowledge and lessons about what works well and what needs further consideration in securing sustainable future for small-scale fisheries in Africa\, the congress offers a platform for deliberation about how to integrate small-scale fisheries in the discussion about Blue Economy\, keeping in mind principles such as social justice\, gender equity and others promoted in the SSF Guidelines. \nThrough interactive sessions and discussion\, and with an aim to strengthen existing collaboration and build new partnership\, the 4WSFC Africa congress will be organized around six main topics\, to demonstrate how existing and potential leaderships in small-scale fisheries can lead to better mutual outcomes. \nLeaders in ACTION RESEARCH\nLeaders in BLUE JUSTICE\nLeaders in BUSINESS & SOCIAL INNOVATION\nLeaders in CLIMATE-FRIENDLY FOOD SYSTEM\nLeaders in COMMUNITY-BASED CONSERVATION\nLeaders in GENDER EQUITY\nWe invite participation from fishers and fishing communities\, industry\, government and intergovernmental organizations\, financial institutions\, civil society\, and academia\, interested in small-scale fisheries sustainability in Africa. DESCRIPTION:Training on Writing Fundable Research Proposals 2022\nFriday\, 28 October 2022 at 14h00 South African (Central African Time (CAT)) \nAFAERE announces the 2022 training workshop on Fundable Research Proposal facilitated by Professor Wisdom Akpalu and call for research proposals to support graduate students and early career researchers during proposal development. The training workshop will cover all aspects of proposal development\, from selecting ideas for a fundable research topic to identifying potential funders. Wisdom Akpalu obtained a PhD in Economics from Gothenburg University\, Sweden. He is currently the Dean of the School of Research and Graduate Studies at the Ghana Institute of Management and Public Administration (GIMPA)\, and Former President of the African Association of Environmental and Resources Economists (AFAERE). His research focuses on socioeconomics of natural resource management\, including fisheries management\, behavioral and experimental economics\, economics of crime and punishment\, theoretical modelling and economic institutions. \nInterested workshop participants are required to develop a 10-page research proposal in any area related to environmental and resource economics. Potential topics in these areas: fisheries and energy economics\, application of environmental valuation techniques\, behavioral and experimental economics\, wildlife conservation\, forestry\, water resources\, climate change\, agricultural and rural development\, among others. The proposals will be reviewed by a panel of experts after the participants incorporate inputs from the training workshop. The review process will involve consultations with the panel of experts\, and the participants will be required to present their revised proposals a week after the training. \nOnly fully paid AFAERE members are eligible to submit their proposals. DESCRIPTION:Gender Norms\, Women’s Executive Function\, and Anti-Poverty Programs: Experimental Evidence from India\nSociocultural norms and executive function are powerful factors in an individual’s agency\, decision-making\, and development. Gender norms\, for example\, mediate the relationship between economic development and women’s labor market outcomes. Executive functions make it possible for a person to live\, work\, and learn. They are important for taking simple to complex actions\, from cooking\, shopping\, nurturing children\, planning\, and to execution. Low executive functions can frustrate the success of anti-poverty and empowerment programs through participants’ inadequate planning\, improper utilization of resources\, and the lack of timely actions. In developing countries\, among the fundamental obstacles to poverty alleviation and women’s empowerment are gender norms and women’s low executive functions.\nIn this talk\, Prof. Rahman will describe a women’s anti-poverty program in India and present evidence on its causal effects on gender norms and women’ executive function. The policy implications of the findings for anti-poverty programs and women’s empowerment will also be discussed. \nAbout the speaker\nProf. Tauhidur Rahman is a development economist and an associate professor in the Department of Agricultural and Resource Economics at the University of Arizona. He is the Founding Director of the Initiative for Agency and Development (IfAD)\, a state-of-the art experimentation initiative housed at the University of Arizona that discovers and promotes solutions to the problems of agency\, and development. He was a visiting professor of law and economics at University of Oslo\, Norway in 2011. He has been a regular visiting researcher at the Development Economics Research Group of the World Bank\, Washington\, DC. He was trained as an applied econometrician\, with research interests in development economics\, behavioral economics\, law and economics\, and program evaluation. He has studied issues such as measurements and analysis of human well-being\, child labor\, child and elderly health\, environmental justice and environmental regulations\, and impacts of community-driven anti-poverty programs. His current research projects include measurements of poverty and well-being\, agency\, behavioral impacts of anti-poverty programs\, and climate information services for climate-resilient development. He has served on panels of USDA\, EPA and NSF\, and has collaborated with USAID and UN institutions. DESCRIPTION:Welfare Sensitivity and Positional Preferences in a Developing Country\nIt is well-established in the empirical literature that people care about relative-status or positionality\, hence any policy that makes someone better off imposes negative externality on his/her peers. However\, the effectiveness of public policy aimed at mitigating positional externality hinges on the measurement of relative concerns\, which is individual and context specific requiring empirical data. This study investigates positional concerns among over-exploited natural resource dependent communities with defined gender roles in a developing country\, and the specific role of welfare sensitivity in moderating relative concerns. We found that compared to the women\, the men were more positional\, on average\, and relative concerns are context dependent for both genders. DESCRIPTION:Bioeconomic characterization of oil palm production and adoption among non-industrial producers in Cameroon: Some environmental and socio-ecological implications\nRegardless of the environmental and socio-ecological implications of oil palm cultivation\, palm oil is considered one of the most important oil crops in the world because of its high production efficiency\, and has seen a marked increase in the area of land under cultivation. While previous studies have analyzed the implications of this increase in cultivation on various socio-economic and environmental indicators\, less is known about the drivers and constraints of production\, especially with respect to economic and profitability motives. In this study\, we used a survey of non-industrial producers in Cameroon to assess the drivers of oil palm adoption and production. We employ a double hurdle model in a two-step regression framework to characterize oil palm adoption by smallholder farmers\, and the extent of oil palm cultivation\, in relation to socio-economic\, environmental and contextual features. For comparison purposes\, a Tobit model was also estimated. We find that different socio-economic\, ecological and contextual characteristics have a differential relationship with both the likelihood of cultivating oil palm and the area under oil palm cultivation. Key amongst these are expected profitability measures like market orientation and access to market information\, land tenure security\, and access to improved farm inputs. Some aspects of transaction cost and labour availability also come into play in determining production. Across a range of different farm classifications related to size of production\, we find that oil palm cultivation is adopted by all farm groups. We also show that our results are robust over several specifications including ordinary least square estimates in the framework of the linear probability model and LASSO regressions. Our study thus provides evidence of several leverage points for improving the oil palm sector for non-industrial producers. \n  \nSpeaker: Ernest L. DESCRIPTION:Informal Settlements and Sustainable Urban Development: towards a more inclusive urban agenda\nWelcome to a webinar hosted by SLU Urban Futures and SLU Global. This webinar brings together international guests to explore the dynamics of rapid urbanization and environmental change in the context of informal settlements in the global south\, asking how informal settlements form part of an inclusive and sustainable urban agenda. \nWith the New Urban Agenda and the Sustainable Development Goals\, ambitions to achieve sustainable urbanization are high. However\, uneven development process and weak governance coupled with rapid urbanization and the dynamics of environmental change is driving the growth of informal settlements across the globe\, with an estimated 25% of the world’s population living informally. Informal settlements and their activities exist outside of regulatory\, planning and policy processes\, meaning that limited access to land rights\, basic services and city infrastructure increase the vulnerability of already marginalized populations. DESCRIPTION:The start of the last decade (2020-2030) of implementing the Sustainable Development Goals (SDGs) faced the biggest global health challenge of the Covid-19 pandemic. The pandemic is a significant setback for the world’s ambition to achieve the SDGs\, in particular for poor countries. While the reduction in carbon emissions due to the global lockdown and social distancing restrictions\, are seen as a positive environmental impacts\, the goal should be to restore economic activity without environmental degradation. Today\, the global economy is still crippled by the ongoing impacts of the Covid-19 pandemic\, amidst progress made towards the vaccine rollout in various parts of the world. While progress has been made in various SDG aspects including policy\, the SDR2020 acknowledges\, that “no country is currently on track to achieve all the SDGs”\, with developing countries most affected. At this point\, the long-term consequences of the pandemic remain uncertain and countries need to adapt to the new norm. SUMMARY:Who Benefits from Climate-Friendly Agriculture? The Marginal Returns to a Rainfed System of Rice Intensification in Tanzania

Current and prospective AFAERE members are welcome to attend. \nAgricultural production in sub-Saharan Africa faces a multitude of challenges arising from land degradation\, climate change\, and limited access to improved technology. In this context\, technologies that raise farmers’ crop productivity while mitigating risk exposure are particularly valuable. This study assesses the impacts of a modified\, rainfed variant of the system of rice intensification (SRI) on expected yields\, yield variance (variability) and yield skewness (exposure to downside risk) in Tanzania. The appeal of the technology lies in its yield-enhancing potential\, its low demand for complementary external inputs as well as its drought resistance features. While the uptake of SRI has been considerable in Asia\, the limited uptake in Africa is puzzling\, particularly given its suitability for the African setting. Our empirical strategy relies on the estimation of marginal treatment effect (MTE) models. We find that\, while the average effects on adopters suggest that SRI enhances yield and reduces the downside risk of crop failure\, the marginal treatment effects indicate that only farmers with low resistance to adoption\, benefit. Our analysis also highlights the importance of farmers’ climate perception for the adoption of SRI and the need for policies that increase climate awareness to ensure food security. I will consider three major topics offering recommendations for applied work in each of them. SUMMARY:Innovative Methods for the Upcoming Call for Energy Research
DESCRIPTION:Access to electricity leads to enhanced agriculture\, business\, education\, health\, water and sanitation\, and overall economic growth and the improvement in the quality of life; yet more than 600 million people lack electricity. Africa needs to accelerate electrification while mitigating against\, and adapting to\, climate change. The considerable untapped renewable energy potential and their rapid cost reductions hold promise for a massive roll out of sustainable electricity on the continent. However\, knowledge on effective policies\, interventions\, and investment models remains limited while data that would aid planning and investment is inaccessible and scattered. Accelerating sustainable electricity in Africa therefore also requires generation of new knowledge. We anticipate a call for proposals on energy and climate change in the last quarter of the year. This presentation suggests a framework for country case studies on addressing the challenges of sustainable electrification in Africa.
